The councils act independently and issue different certificates. The power of each council might be different from the other members. Not all councils have the same powers. Some engineering councils have more authority and can guide the profession. Some can issue certificates while others cannot. Local councils are better.

The certificate are themselves divided into levels. The exact number of levels of an engineering certificate are variable. They charge according to the place of issue and the body of issue. Some places offer as many as three to six certificates. Some issue as few as two. The certificates are usually offered in an order. Once a lower level certificate has been completed, the higher-level certificate can be completed. Usually, level is certificate is the highest one.
